EIB Commits €30 Billion to Climate Adaptation Through 2030

The EIB Group will deploy at least €30 billion for climate adaptation by 2030, doubling its financing pace under Adaptation Plan Phase 2, with a new Copernicus-backed risk tool due this year.

Waypoints

  1. EIB Group commits at least €30 billion (USD 34 billion) to climate adaptation by 2030.

  2. The plan doubles the bank's adaptation financing pace compared with the previous five years.

  3. The EIB says each euro invested in adaptation can generate up to €10 in economic benefits.

  4. ClimateSET, an open-access risk tool built with Copernicus, launches later this year.

  5. Adaptation Plan Phase 2 covers 2026–2030.

The European Investment Bank Group will deploy at least €30 billion (USD 34 billion) for climate adaptation by 2030, doubling its financing pace of the past five years under a new initiative announced by the lender.

Adaptation Plan Phase 2, covering 2026–2030, directs capital toward projects that help Europe withstand heatwaves, droughts, wildfires and floods. Target sectors span energy networks, public buildings, water systems and climate-resilient agriculture. The bank frames the money as the floor, not the ceiling, of its ambition.

What does the plan actually fund?

The material streams are specific. The EIB names water efficiency first: irrigation, storage and reuse infrastructure, alongside drought- and flood-resistant built works. Climate-resilient farming practices, restoration of wetlands, forests and floodplains, and nature-based solutions round out the focus areas.

The plan rests on three pillars:

  • Scaling up investment — stronger project pipelines, mobilized public and private capital through financing, advisory support, blended finance and risk-sharing instruments.
  • Investing where resilience matters most — vulnerable communities, cities and regions, small and medium-sized enterprises, farmers and climate-vulnerable partner countries.
  • Mainstreaming climate resilience — embedding resilience criteria across EIB Group operations, broadening access to adaptation finance and tightening measurement of results.

For smaller businesses, the bank says the plan will make adaptation investments easier to identify and finance, and will help European companies bring adaptation technologies to market.

What is the return on the money?

The EIB cites research showing that every euro invested in adaptation can generate up to €10 in economic benefits. EIB Group President Nadia Calviño put the arithmetic in plainer terms. "Climate adaptation is a no-brainer," she said. "Every euro invested in prevention and adaptation to climate change saves 10 euros in damages and repairs."

A ten-to-one ratio is the kind of number that usually survives contact with treasury officials. The bank is betting that it does.

What is ClimateSET?

Alongside the capital, the EIB will roll out ClimateSET, an open-access digital tool developed with the Copernicus Climate Change Service and set to launch later this year. The tool is designed to help businesses, public authorities and financial institutions identify climate risks and adaptation measures.

ClimateSET will also be integrated into an enhanced version of Green Checker, the bank's existing screening instrument, so that businesses and financial intermediaries can pinpoint investments that respond to climate risks in their area.

The logic is straightforward: capital cannot flow to adaptation projects that nobody can find. The tooling is the supply-side fix.

What happens next?

Two dates now govern the pledge. ClimateSET launches later this year, and the €30 billion must be delivered by 2030 at double the pace of the 2019–2024 financing window. Both are trackable commitments rather than aspirations, and the market will be able to measure the bank against them. Phase 1 built the framework; Phase 2 has to move the tonnage.
