EU PPWR now applies: plastics recyclers face a new compliance clock

PPWR began applying in February 2025. Plastics recyclers now track five compliance tracks: direct applicability, recycled content targets, recyclability criteria, compostable rules, and member-state enforcement through 2026.

Waypoints

  1. PPWR (regulation 2024/1252) began applying in February 2025, replacing Directive 94/62/EC across all 27 EU markets

  2. Mandatory recycled content targets in plastic packaging rise through 2030 and beyond, with contact-sensitive applications facing later, higher thresholds

  3. CEN design-for-recycling criteria are due by end-2025 to early-2026 and will determine which packaging formats stay on the EU market

  4. Member states have until August 2026 to designate competent authorities, set penalties, and build national enforcement architecture

  5. Reuse and refill targets for transport packaging, grouped packaging, and beverage containers phase in from 2026

The EU's Packaging and Packaging Waste Regulation (PPWR, regulation 2024/1252) began applying in February 2025, putting Europe's plastics recycling sector on a new compliance clock. The first wave of obligations is in force; the bulk of substantive recycling requirements lands over the next 18 months.

The shift is structural. PPWR replaces Directive 94/62/EC — a framework that predates the smartphone, the euro, and three rounds of EU enlargement. The previous directive was transposed differently in each of the bloc's 27 markets and revised repeatedly over three decades. PPWR collapses that into one regulation, enforced identically from Lisbon to Tallinn.

What changes for recyclers right now?

PPWR is directly applicable from day one. No more waiting on national transposition. Every operator faces the same text in 27 jurisdictions.

A PET (polyethylene terephthalate) wash plant in Spain and one in Slovakia now read the same rule book. Member states have until August 2026 to designate competent authorities, set penalties, and lay down the national enforcement architecture.

Until those bodies exist, the immediate compliance ask for recyclers runs through brand-owner contracts and voluntary reporting.

What's coming for recycled content?

PPWR sets mandatory minimum recycled content in plastic packaging, with thresholds rising through 2030 and beyond. Contact-sensitive applications — food contact, cosmetics, toys — face later, higher targets. For operators of PET, HDPE (high-density polyethylene) and PP (polypropylene) wash lines, the targets translate directly into pull-through demand for PCR (post-consumer recyclate).

The first compliance milestone: brand owners must demonstrate recycled content from 2030 for most plastic packaging. That gives recyclers about five years to scale capacity, lock feedstock supply, and qualify food-grade lines.

When does the recyclability rule bite?

PPWR requires that, from 2030, all packaging on the EU market be recyclable through established systems. "Recyclable" is defined against design-for-recycling criteria the European Committee for Standardisation (CEN) is finalising. A packaging format that fails those criteria cannot remain on shelves.

The CEN criteria, due by end-2025 to early-2026, are the next milestone recyclers should mark. Those criteria decide which packaging formats stay on the market — and which PCR grades keep a buyer.

What about compostables, reuse, and reporting?

Three more tracks deserve attention.

PPWR tightens compostable claims: only certain formats — tea bags, coffee pods, fruit stickers, lightweight plastic bags — qualify for mandatory compostability. Other formats cannot market themselves as compostable.

Reuse and refill targets for transport packaging, grouped packaging, and beverage containers phase in from 2026. Plastics recyclers don't run reuse systems, but the targets divert material out of the recycling stream in select formats.

Member-state penalties and Commission oversight arrive through 2026. For multi-site recyclers, that means a single point of contact instead of 27.

What to watch next?

Three milestones will define the next 12 months for European plastics recyclers.

  • CEN design-for-recycling criteria, due end-2025 to early-2026
  • Member-state designation of competent authorities, by August 2026
  • First recycled-content reporting cycle, starting 2027 for 2030 compliance

Recyclers who run their first compliance gap analysis this quarter will be the ones still bidding for food-grade PCR contracts in 2030.
